Introduction

Planning permission and Building Regulations are often mentioned together, which makes it easy to assume they are the same thing.

They are not.

One looks mainly at whether a project is acceptable in planning terms. The other looks at whether the work is designed and built safely. Depending on your renovation, you may need one, both or neither.

What does planning permission cover?

Planning permission is concerned with the development itself and the effect it may have on the surrounding area.

It can consider the size and appearance of an extension, how it relates to neighbouring homes and whether the proposal suits the character of the area.

Some smaller projects may fall within permitted development rights instead of needing a full planning application.

What do building regulations cover?

Building Regulations focus on how the work is constructed.

They cover areas such as structural safety, fire safety, insulation, ventilation, drainage and access.

A project can be acceptable in planning terms but still need detailed work before it meets Building Regulations.

You may need both

An extension is a good example.

It may need planning permission because it changes the size and appearance of the house. It is also likely to need Building Regulations approval because it involves foundations, structure and insulation.

Receiving planning permission does not automatically mean the technical side has been approved.

How do you know what applies?

Start by checking the type of work you are planning and whether your property has any special restrictions.

Your designer, architect or Building Control provider can usually help explain which approvals are likely to be required.

If you are unsure, check before the work begins rather than assuming that one approval covers everything.

Final thoughts
